
They went into this war with a set of rules, but under those rules they couldn't really ever win, so they simply changed them. Then they realized that their opponent didn't know the new rules and they changed them again. So it has gone, step by step, until we're at a point where no one is really sure why we're even playing anymore and the score is something along the lines of 3200 to Z. We all know Calvinball is a great game, but couldn't we maybe come up with a better military policy than "make it up as you go along"?
