Read this article about how Bush explained the upcoming surge in troop levels to Pelosi. When asked why it will work when everything else has failed he said "Because I told them it had to." I'm not an expert on child psychology, but I'm guessing that believing things will happen just because you want them to is probably somewhere around age 3 or 4.
