Plan B shouldn't just be for when condoms break

Some great commenter named AngryOne over at this post did my work for me today. These quotes sum up the incompetence of those in charge, which is insulting and, some might say, even criminal. How does it not get through to them that Plan A has failed, and that the result of this failure is death? I have a Plan B when I drive somewhere that I know might have a lot of traffic, and they don't believe it's necessary to have one for a war?
